HIV/AIDS among population aged 15-49 has remarkably declined from 2.8% in 2002 to 1.9% in 2004. However the prevalence rate is still very high.

INTHANOU
Association has been set up in July 2000
to be the first AIDS hotline counseling in Cambodia. To date, INTHANOU
is functioning for five years to provide accurate information on HIV/AIDS to users and guide them to appropriate health facilities in accord to their need.

INTHANOU
is operating three lines, two lines are the usual free line 012 999 008 and 012 999 009 (Free for CellCard Users) and a special paid line 092 914 111 (Cost 0.03$/minute). The three lines are available nine hours a day from 11am to 8pm from Monday to Saturday.


In the first three years, we received in average 100 calls. Now the average calls increase to 200 calls on daily basis. Every call to hotline is anonymous and confidential. Caller can talk directly with our skilled and experienced counselor through telephone.

OBJECTIVE

 
  1. Provide accurate information on HIV/AIDS/STIs
    related to transmission, prevention, treatment and care to Cambodian population as well as provide counseling and psychological support to PLWA and their family.  And guide callers to use appropriate government and NGO health facility according to
    their needs.

  2. Maintain and update INTHANOU
    Webpage to absorb users particularly youth.

  3. Networking with relevant government organization, IOs, NGOs and UN agencies for technical
    collaboration.

  4. Make profile study of hotline users to be used as source of information on knowledge, attitude and practice on HIV/AIDS/STIs and sexual behavior of hotline callers.

  5. Maintain quality of INTHANOU
    service through capacity building of hotline counselors and promotion.

Total number of calls in the 5th year activities to hotline were 57, 628. Number of calls keeps increasing every year since the set up time to date. Callers were commonly aged 15-24 years (63%).

 
  Caller's Profile  
 
  • Total annual number of calls to hotline numbers is 57, 628.
  • With regard to sex identity (MSM, WSW, or Bi-sex) it is reported that 186 callers reported themselves as MSM, 5 WSW and 5 as bi-sex.
 

 

 

 
 
  • Origins of Calls: Calls were from every province and town in the country, particularly the high populated area and provinces like Phnom Penh (22%), Kampong Cham (12%), Battambang (11%) and Kandal (7%) . It noted that the percentage of call from others particular provinces were small such as Ratanakiri, Mondolkiri, Stoeung Treng, PreahVihear, Pailin, Odor Meanchey, and Koh kong.

 
 
 


 

 
 
  • Occupation of Callers: The most frequency percentage of calls were student (34%), and civil servant 20%, commercial person 19%, falls down consecutively, etc. It was also noted that housewife represented 16% of total female callers.
 
 

 
   
 Common Callers' Questions  
 
  • Main questions asked by male callers
    The main questions of male callers were HIV transmission, HIV natural story, AIDS symptoms, HIV prevention etc.

  • Main questions asked by female callers
    Female callers were interested in questions on HIV transmission, HIV natural story, AIDS symptom and Reproductive health.

 
   
 Misunderstanding of Callers  
  Some callers were worry about HIV transmission way, they still concerned that HIV could transmit through food, social contact, water/swimming, tear/sweet.

 
   
  Collaboration  
 
  • UNDP and NAA: linkage hotline numbers in the campaign on HIV/AIDS under the theme “Everyone must dare to be open in talking about HIV/AIDS” in year 2003.
  • CARE Cambodia: on suggestion box of Anakut Thmey Project in year 2004-2005. INTHANOU
    were responsible to answer all questions from suggestion box collected from CARE’s target garment factories workers and record it in tapes to play back at their factories.
  • UNESCO and MoEYS( Ministry of Education Youth and Sport) : linkage hotline numbers in campaign on HIV/AIDS and sport in year 2003-2004
  • UNESCO : Set up and development INTHANOU
    website, the third paid line, and produce some IEC materials
  • Sida Info Service (SIS): SIS helped INTHANOU
    with capacity building, technical support (Guide for answer, Information Technology) and some grant from fund raising.
  • ESTHER helped in capacity building
  • BBC-World Service Trust: in Media Campaign to encourage people to do HIV test in VCCT (Volunteer Confidential Counseling and Testing) in year 2004-2005.
  • And other NGOs, IOs : use or linkage hotline numbers in their HIV/AIDS program
 
   
  Conclusion  
  INTHANOU has been playing the very important role in providing information to users. It is the useful source as it provides anonymous and confidential information to users. INTHANOU is challenging to scale up the hotline reply to the increasing demand of users. We are also looking for diversity donors to support the hotline.
